Three months after such notices have been served, if the dues still remain unpaid, the Secretary shall issue a summons or notice to the delinquent to be present at a Stated Communication of the Lodge, to answer the charges of delinquency or neglect, and show cause why he should not be suspended.
Such notice or summons shall be served at least ten (10) days before the Communication appointed for the hearing. The Secretary's account shall be sufficient charge. If the Brother does not appear after service of notice, default shall be entered and a hearing shall proceed in his absence. At the hearing, the Secretary shall have prepared a list of such delinquent members in advance, as to such list; the Secretary shall read the names of each and every member contained in such list, after which the Worshipful Master may propound the following questions, addressing the same to the entire list of delinquents collectively:
Is the Brother six (6) months or more in arrears for dues?
Has he been duly notified of his indebtedness to his Lodge?
If the answers to said questions be in the affirmative, the Worshipful Master shall proceed by propounding the following question:
Has he given satisfactory excuse for non-payment?
If this answer is in the negative, vote may be taken as to the names contained in such list collectively, and if the vote be to suspend, such members shall stand suspended.
Any member of the Lodge may request a separate vote on any particular name or names, and if so requested, said separate vote shall be taken, or the Worshipful Master may order such separate vote in his discretion. Collective vote may be taken as above provided, on the remaining names of said delinquent list, as to whom separate votes are not requested. (Amended 1962 Proc. 298).

b. The Proceeds, or any part thereof, will not be used for the operating expenses of the Lodge.
c. The Proceeds, or any part thereof, will not be used for capital expenditures of the Lodge.
d. Earnings from The Proceeds will be used in a manner consistent with the established policies of the Special Investment Fund.
e. Changes to the policies regarding the use and access of The Proceeds, will require due notice of the Lodge members and a 3/4 majority vote of the members present.
The Special Investment Fund - The following policies will apply for the Special Investment Fund:
a. The 'Prudent Man' rule will apply to this fund in regards to investments made and the integrity of the principal.
This fund can invest in:
1. Notes and Bonds of the United States Treasury Department.
2. Government Agency Bonds with at least an 'Investment Grade' rating by Standard & Poors.
3. Corporate Bonds with at least an 'Investment Grade' rating by Standard & Poors.
4. Certificates of Deposit.
5. Money Market Funds.
6. Other investments. As approved by a majority vote of the members present.
c. The financial institution with which this fund is deposited as well as the investment direction will be reviewed and recommended by the Finance Committee and requires a majority vote by the members present.
d. The Finance Committee will report on the Special Investment Fund at least twice a year at the first Stated Communications in the months of February and September.
e. Monies from other funds can be invested and commingled in the Special Investment Fund.
f. The use of the earnings from the Special Investment Fund will be determined by the Lodge by a majority vote of the members present. Interest income not withdrawn will be reinvested in the Special Investment Fund.
g. The Special Investment Fund may be used as collateral to secure a loan for Lodge repairs and capital expenditures. This will require a majority vote of the members present.
h. Changes to the policies regarding the Special Investment Fund will require due notice of the Lodge members and a 3/4 majority vote of the members present.

(2) Any proposed amendment to these By-Laws shall be submitted to the Grand Lodge or its authority, as follows:

WHEREAS, The Temple building as it ages will need increasing maintenance in the form of repairs, replacements, etc., and
WHEREAS, provisions must be made to meet future unexpected major outlays of money, and
WHEREAS, the Lodge officers need all their time, energy and skills in maintaining Lodge excellence in all phases
THEREFORE BE IT RESOLVED, that Dunedin Lodge No. 192 provide for the election of Trustees, five in number, three of whom should be Past Masters, whose sole duty would be the administration of Temple and grounds business.
The presiding Worshipful Master would automatically be a member of the Board of Trustees, with the Lodge Secretary serving as the Board of Trustees secretary, with a voice but without vote. The remaining four Trustees would be initially elected during the regular election of officers for 1975, the brother receiving the largest number of votes being elected for a four year term, second largest for three years, third largest for two years, lowest number of votes elected for one year, with one trustee being elected each subsequent year for a four year term.
No expenditure exceeding $200.00 to be made by said trustees without prior approval of Lodge membership in Stated meeting, and the Board of Trustees would be required to submit a quarterly report of their actions, expenditures and proposals.
